The Governor of Altai Krai: we have to feed the citizens of other countries without intermediaries. We have all possibilities for it.

The challenges that the current economic situation makes Altai Krai and its production complex face have become the issue of discussion at the meeting of the Governor of Altai Krai with the representatives of CJSC “Aleyskzernoprodukt” named after Sergei N. Starovoitov. Aleksandr Karlin visited the enterprise on the working trip to Aleisk on March 10. After visiting the enterprise the Governor confirmed that the production complex of the town meets all the modern requirements.

Not only the management but also the employees are proud of “Aleyskzernoprodukt” production lines. The City Manager of Aleisk Alla Starovoitova, who is the CEO of CJSC “Aleyskzernoprodukt” named after Sergei N. Starovoitov showed Aleksandr Karlin, the Governor of Altai Krai the production of the enterprise, focusing mostly on the latest offers. Various types and sorts of flour, flour mixes and pasta, grains, a variety of cereals and their mixes, vegetable oil – they are all well-known and well-established products for the mass consumption.

Moreover, there are also combined feeds and feed mixes, feeds for pets. Since 2015 the enterprise has started producing the brand new feed – combined feeds for fish. “Today it is really expensive to import combined feeds from somewhere thus we are increasing the performance of combined feed lines. This product sells well. Our combined feed plant has the line for premix production, therefore we offer our customers complete feeds. This production is well-known both in Altai Krai and outside it. I would like to show and take pride in our dog feeds. We produce feeds for both big and small dogs in various package – large and small. Now we offer a brand new feed for fish”, says Alla Starovoitova. According to her, when the clients from different regions made the enterprise launch the new production line.

“We tried producing a sample batch on our equipment. It was not what we intended to have but this attempt showed that the new product will be in demand. Therefore we bought a new extruder to produce the high quality feeds. We will improve the new technology and refine it since our clients need it.”

We are probably the only enterprise in Altai Krai producing feeds both for productive animals and pets”, emphasizes Alla Starovoitova. About 700 mln rubles have been invested in production modernization at “Aleyskzernoprodukt” during the last 4 years. This strive for perfection in production and logistics is the key to success of the enterprise. Annually “Aleyskzernoprodukt” produces 265,5 thsd ton of flour, 220 thsd ton of combined feeds. In 2015 Aleisk exported 12 thsd of flour, grains and combined feeds. Production distribution goes through the affiliations in Barnaul, Bijsk, Abakan, Blagoveshchensk, Irkutsk, Vladivostok, Krasnoyarsk, Nerungri, Tumen, Chita and joint ventures in Bratsk, Ulan-Ude, Ulan-Bator and Beijing. The Governor of Altai Krai held a serious discussion with the staff representatives of “Aleyskzernoprodukt” (total number of employees accounts for 1000 people). They started with the task to increase the export volumes for production. “Our strategic task is to export the final product from Altai Krai rather than the raw feedstock. The product that goes immediately from the warehouse to the shops and doesn’t require pre-packaging and packaging.

Only then the enterprise and the region will get the maximum earned value for the locally produced goods. What we see now at the enterprise meets our strategy”, stated Aleksandr Karlin. According to him, now “Aleyskzernoprodukt” is solving an essential task for Russia: it increases the production of feeds for aquacultures. “We are solving the problem of import substitution when manufacturing feeds both for productive animals and pets, and produce feeds for fish. Aquaculture in Russia is non-competitive as long as we use imported feeds. We can provide for the production of commercial fish under one condition: if we start using the locally produced feeds”, underlined the Head of the region. In his opinion export expansion is as important as import substitution. “We must also introduce our food in foreign markets. It is crucial to do it directly otherwise the production is exported but doesn’t bring the appropriate income. If “Aleyka” flour is exported by a foreigner (such methods have always existed) it means that you have been robbed of considerable income. As the income will go to those exporting directly to another country. If you supplied the Chinese or another foreign chain of stores directly you would get the profit. Let us study these processes seriously and feed the citizens of other countries directly. It is the challenge to solve. I’m sure that not only this enterprise will come up with suggestions to solve the problem”, stated Aleksandr Karlin. The Governor of Altai Krai also discussed other important economic and social issues of the region with the employees of “Aleyskzernoprodukt”.
